I found a book of concept work and draft scripts for City on the Edge of Forever.
Why wasn’t this scene in the final version!?

The didn’t have access to an orchestra for the rising climactic Disney-esque song? 

Probably. The book’s actually really interesting. There’s another scene that implies Spock’s having an even harder time of living in the 20th century than is shown in the episode: most food available makes him sick, people are racist and terrible to him because they think he’s Chinese (honestly Jim did you really think people would believe that?) and even try to kill him at one point, and the temperature is too cold.
